DYAMÍ JENKINS

Chief Executive Officer (CEO) & Founder

Dyamí Jenkins, CEO, is the founding member of Díolar Solutions, a key partner for federal and state agencies and private organizations seeking high-quality strategic and operational law enforcement and health public policy and administration information technology (IT) solutions. Formed in 2023 with expert leaders from the public and private sector, Díolar Solutions combines expertise in strategy development, implementation, and evaluation, healthcare systems and clinical expertise, and technological innovation to support modernization of federal, state, and private sector programs for the populations they serve.

 

Before Díolar, as co-founder and Managing Partner at Impyrian, Dyamí simultaneously was the head of Project Execution and Software Development, providing executive leadership and oversight of innovative technology development teams across the organization for the clients they served, including construction projects. He has extensive experience in IT in the federal space having led project teams to the on-time delivery of client applications in agencies such as the Department of Defense (DOD), Department of Homeland Security (DHS), United States Postal Service Office of Inspector General (USPSOIG), Department of Justice (DOJ), Department of the Interior (DOI), United States Postal Inspection Service (USPIS), Centers for Medicare & Medicaid Services (CMS), and the Food and Drug Administration (FDA). In addition, Dyamí successfully led the development, implementation, and evaluation of Impyrian internal technology operations.

 

Dyamí is a proven IT professional with more than 18 years of experience as a federal contractor providing software development support and managing technical teams to deliver high quality services and solutions. Prior to founding Díolar Solutions, as a Software Engineer, he gained a wide range of knowledge, experience, and expertise in software development with a focus on web-oriented technologies. He also has expertise as a lead developer, database architect, project manager, and team lead, responsible for implementing and delivering multi-tier web-based applications and is proficient in using a broad range of programming languages and software applications.

 

He attended the University of Maryland – College Park where he earned a Bachelor of Science in Computer Science from the Clark School of Engineering. He later attended the University of Maryland, University College where he simultaneously attained a Master of Science in Technology Management and a Master of Business Administration.

JULIETTE JENKINS

Chief Strategy Officer (CSO)

Juliette Jenkins is the Chief Strategy Officer and the health care policy leader for Díolar Solutions’ partnerships in health information technology. She has an extensive background of over thirty-five years of leading innovative federal and state health policy, administration, and education programs to improve access to health care for vulnerable and under-served populations. In this capacity, she works with the Díolar Chief Executive Officer, senior leaders, and external partners to utilize a comprehensive corporate strategy that formulates and aligns the company’s priorities to successfully meet or exceed key performance indicators across all business initiatives.

 

During her federal service, Juliette held numerous leadership positions, playing a pivotal role in developing collaborative partnerships and successful establishment of innovative health care policies and program operations. As Deputy Director of the Division of Medicine and Dentistry, she led a cross-cutting Health Resources and Services Administration (HRSA) leadership team to work closely with senior leaders across the Department of Health and Human Services (DHHS), the health care delivery system, and medicine and dentistry training organizations. This effort culminated in a report with recommendations to serve as guiding principles and provide a framework for the design of a competency-based, interprofessional practice model to integrate oral health and primary care. As Deputy Director/Senior Clinical Consultant of the Office of Global Health at HRSA, Juliette convened senior program leaders to develop an integrated strategy to identify and leverage their U.S.-Mexico Border region investments to facilitate a greater impact. This culminated in the development of a Border Region Investment Report and a strategy to foster a more integrated and collaborative approach to make the most of HRSA’s investments on the U.S. side of the border region.

 

As Director of Planning Performance Management and Analysis Group at the Centers for Medicare and Medicaid Services (CMS), Juliette worked collaboratively with the Department of Homeland Security, and senior leaders at CMS to develop the first integrated continuity of operations plan (COOP). The Department of Health and Human Services recognized the CMS COOP as exemplary in that it included the mission essential functions during a wide range of emergencies and was periodically tested to ensure continuity of essential business functions and disaster recovery. She partnered with the Centers for Medicare and Medicaid Services top senior leaders to develop the first integrated agency-wide strategic plan. As Associate Chief of Nursing Service and Nursing Quality Assurance Coordinator, Juliette worked collaboratively with top leadership and staff culminating in Nursing Service Joint Commission Accreditation for the Department of Veterans Affairs Medical Center (DVAMC) in Montgomery.

 

As a consultant to the Maryland Department of Health, Juliette developed the legislatively mandated community health worker (CHW) certification training program accreditation policy and procedures currently in use and chronic disease curricula for CHW training programs.  Juliette also served as an assistant professor of nursing at Florida Agricultural and Mechanical University, successfully developing, implementing, and evaluating its first community health nursing curriculum, and at Troy State University. She was also an  adjunct nursing faculty member at Auburn University.

 

Juliette earned a Bachelor of Science degree in Nursing from University of Bridgeport in Connecticut, a Master of Science degree in Community Health Nursing Education and Administration from the University of Maryland, College Park and a Doctor of Philosophy degree Magna Cum Laude in Health Public Policy and Administration from Walden University. She is a registered nurse, a Certified Project Management Professional, a Certified Professional for Healthcare Quality and received numerous awards for outstanding performance and/or acknowledgement of her leadership of innovative programs in the Department of Veterans Affairs, the Centers for Medicare and Medicaid Services, the Health Resources and Services Administration, and the Maryland Department of Health.
